Thanks to all who made helpful suggestions; I did what yall suggested and the pest seems to have gone away.Now the grasshoppers are chomping on almost everything; wonder if they have any nutritional value? I'm not adverse to eating a tasty bug.

+ It sounds indeed like the spittle-bug. You can just spray them off with the garden hose. I had them four years ago and haven't seen them since.

The bug itself is inside the protective foam. It does indeed suck and get nutrients from the host plant. Yes, spraying with garden hose should get rid of it.
