One of the items on the agenda for the May 11 Regents meeting is a Capital Projects Transmittal for a WOW (Wings of the World) Cafe. Capital Projects transmittals are required to be sent any time Western builds a new building or makes renovations.

No word yet on who will hold the franchise.

The WOW Café is a component of Sodexo, the current dining contract vendor at WNMU. The construction of the WOW Café -- partially funded by a significant contribution from Sodexo -- is part of the new contract that reduced the amount that students pay for their meal plans. After losing money for consecutive years with the old contracts, the new dining contract has already brought in enough money to also allow the university to replace 30-year-old kitchen equipment. This is the new contract negotiated by Dr. Brenda Findley a few months before her contract was abruptly terminated.

According to the paperwork the WOW Cafe is going to cost about $825,000. Half is going to be paid by Sodexo and the other half Sodexo is going to loan to Western to be paid back by "revenues generated".

It's not clear who is going to operate the cafe, but if Western is going to have revenue to repay the loan it appears that Western is going to add the WOW Cafe to the Bogie Bar and Grill.

Its going to be located in the mail room in the PE complex.

Building projects run by WNMU typically run over budget, Mustang Village, or are not finished, Fitness Center. So WNMU administration is going to add about another half million to its debt. But, no worries about the building loan or the operating income of the WOW Cafe, if they go south there's aways student fees to cover any losses.

If everything goes as planned it should be in operation in about 4-6 months.

Update on the WOW Cafe:

Total Cost is now $922,448

Western is no longer going to borrow from Sodexo.
Financing will be from Sodexo $425,000
WNMU from Auxiliary Funds $497,448.

Auxiliary Funds includes the Bookstore, Food Service and Housing.

Construction is planned to start in July and finish in October.

Actual opening date unknown.

Operations to build the WOW Cafe have started, about a month behind the original schedule. The mail room at the entrance to the PE Complex (the location of the WOW Cafe) is in the process of being moved. The administration has ejected the students from the student's activity room in the Student Union to make way for the new mail room.

According to the Capital Project Transmittal Summary Sheet sent to the Department of Higher Education this project was to start in July 2017 and be completed in October 2017.

I was by there last week and didn't see any activity at the site. This project seems to be going to way of other University building projects, 50% overrun in costs on Mustang Village, ran out of money before completing the Student Rec Center, no volleyball court, no basketball court, no sound stage, and no walking trail.

Looks like there will be no wings until next year, maybe.
