In golf there’s an old saying, “drive for show, putt for dough”. When it comes to university enrollment that saying is “head count for show FTE for dough”. Head count counts every student taking at least one credit where as FTE’s (Full Time Equivalence), 15 credits for under Grads and 12 credits for graduates, counts the number of credits actually taken by students.

Enrollment is counted at two times: at what is called “census date” about two weeks into the semester where all students counted should have paid their tuition and fees or made arrangements to pay and at the end of the semester when all credits are counted where a grade is given. FTE count at census date indicates how much the University will take in in tuition and fees. FTE count at the end of the semester is used in the funding formula used by the Department of Higher Education.

In the last two years Western has spent a couple of million in a new marketing program. Some of the things they did was to have a banner on a baloon at the Abq Baloon Festable, put up signs at airports and put up billboards in Tucson to recruit DREAMERS.Here are the results:

Census date head count
2014….3,557
2015….3.354
2016….3,427
Change from 2014: -3.7%; ENMU change from 2014: +2.2%; NMHU change from 2014: -2.1%.
President Shepard said in a news article that head count at Western goes up and down and indeed it does. But its unimportant.

Census date FTE’s
2014….2,340
2015….2,222
2016….2,215
Change from 2014: -5.3%; ENMU change from 2014: -1.3%; NMHU change from 2014: -0.7%.
The more important FTEs don’t go up and down its decreasing. In 2012 the administration reported to the Regents at the Sept meeting that Fall 2012 FTEs were 2,997. 2016 FTEs are a drop of 26% or the University is losing over $5 million this year in tuition and fees by the decrease in FTE’s.

Census date Undergraduate FTE’s
2014….1,958
2015….1,700
2016….1,666
Change from 2014: -14.9%; ENMU change from 2014: -3.6%; NMHU change from 2014: -3.2%.
Undergraduate enrollment is dropping, maybe because Western is focusing on online graduate programs.

Census date graduate FTE’s
2014….382
2015….522
2016….549
Change from 2014: +43.7%; ENMU change from 2014: +11.7%; NMHU change from 2014: +4.7%.
Graduate FTEs are up due mainly to the new online Masters of Social Work and MBA programs, but after the one big jump it seems to be tapering off.

Census date new full time freshmen
2012….213
2015….174
2016….157
Change from 2014: -26.3%, ENMU change from 2014: -0.8%; NMHU change from 2014: +13.5%.
Here’s a real big problem that no one else is having. A giant drop in new freshmen, you would think that with a major marketing program this would increase. About 80 of the new freshmen are athletes.

Western is hard to market. Western’s tuition and fees is the most expensive of any comprehensive university in the state $1,134 a year more than Eastern and $1,244 more than Highlands. When it comes to cost of attendance (tuition, fees, room and meals) Western is the most expensive of any university in the state, $3,894 a year more than Eastern and $4,450 more than Highlands.

Since there has been no real increase in overall enrollment at Western has the marketing program been a failure or is Western going to have to keep spending millions in marketing just to remain static?

I wonder if the unsuccessful marketing plan had anything to do with Dr. Fiendly stepping down from the position of VPBA this past Friday. BTW what is the difference between "stepping down" and "resigning"?
