OR A Clarification That Doesn't Matter And Ignorance Or Lies?
In Part 2 I cited the Hospital District Statute as the basis for issuing a property tax mill levy for the hospital and was questioned if we have a Hospital District were. I found the County was using the "Hospital Funding Act" 
 Section 4-48B-12 which has the same language "qualified electors" which still leads back to the NM State Constitution Article VIII Section 2 that states that only property owners can vote on property taxes. I needed proof as to which Statute the hospital historically uses for funding (it makes a difference as to the seating of the Board Of Trustees).

In 1982 a 2 part bond was issued to build and equip Gila Regional, a $5.7 Million GO (General Obligation paid through property tax) bond and a $7.5 Million hospital Revenue Bond with a maturity date of 2012.

In 2012 the 1982 Bonds were retired and a new $10 million Revenue Bond was issued but within 6 months it was "called", bought back with interest due and paid. The current story is that the reduction of Medicaid and Medicare payments were slashed putting the hospital unable to make the payments. Somewhat true but not the whole story because a few months later the newly awakened County Commissioners voted a "No Confidence" to their appointed and still asleep "Board of Trustees" who ignored the mismanagement of the hospital admins. Soon the Board and the Admins fell. In August 2013 Brian Cunningham was hired as CEO and has since turned the finances around.

Ignorance Or Lies?
The worst first, it's been said over and over and published in other media that when questioned about why a GRT Increment was not dedicated for the hospital so everybody will pay, the word was there are no increments available. Not true. The NM Association of Counties provides a spread sheet that clearly shows that there are 5 increments dedicated to hospitals in each county. For Grant County no increments are being used.

Another justification used by proponents, the hospital admins and county commissioners for this potentially unconstitutional ballot item is that anywhere between 12 and 17 counties have increased their mll levy for their hospitals depending who is talking, The exact number is 16 counties. Number 17, Valencia County, has it itemized but does not collect any mil levy, so 16. The problem with this statement is we don't know if the other counties followed the NM Constitution or not but obviously Grant County is not.

In every forum I've attended the question has been ask about the impact to the not so well-off, living on a fixed income and the answer is always that they have thought about it and "oh well, it would cost them more to drive to Las Cruces". They do not care that the not so well of, living on a fixed income, if insured pay a hefty co-pay and pay huge premiums will opt for nor care or default on their bills which then go to collection agencies.

On a side note: if your loved one qualified for medicaid to pay for the obscenely high cost of care and he or she then dies the State of NM 11 other states wants their money back regardless what you or your loved one paid into the system,
