Just when you thought it was safe to stop thinking about elections—or were too worried about the last election to think about new ones—the Town of Silver City is gearing up for its next election. Fortunately, this one will probably not be as negative as the last election, and if we see normal Silver City practice, there will be no election. The existing candidates will run unopposed and that will be that.

But in case anybody really gives a damn, here’s what’s going to happen. Districts 1 and 3 will be up for election on March 7, 2017. Cynthia Bettison is the incumbent in District 1, and she says she is running for reelection. Jose Ray is the incumbent in District 3 and he has said that he is not running again and later that he is running. I’m not sure of the current status, but I suspect he will run.

Ray has never won an election. He was appointed to his first term and ran unopposed the second term. That’s not his fault. But if he decides to run again he really ought to have an opponent. Without it, he can have no mandate. Ray’s district includes most of downtown and the historic district. Surely someone else in this district should be willing to run. Fortunately, I live just across the street from his district so no one can tell me to put my money (and time) where my mouth is. But someone should do it.

Assuming Ray runs, here are some of the things you might want to consider. First, Ray recently sponsored the UTV ordinance that failed 3 to 1. Ray also sponsored the ordinance against texting, which after some revision ended up allowing only hands-free use of cell phones. Some may also remember Ray speaking out to say that the Town should consider legalized gambling and prostitution as a source of revenue. He later backed off on prostitution. So those are a few of the things you could give Ray credit if you were comparing him to some imaginary opponent.

Bettison has won two elections, both against Ron Perez. The first was close and the second was a runaway. She lost a race for mayor last year. Bettison was the sponsor of an ordinance tightening the animal control ordinance, specifically banning some cruel practices. She supported the ordinance on abandoned buildings, which was passed but never enforced. She supported the ordinance banning plastic bags. Those are some things you could give her credit for (negative or positive) if she has an opponent.

Both incumbents supported smart water meters, so now would be the time for opponents of that policy to find candidates who oppose them.

I hope some people reading this will consider running for one of these positions. The deadline for filing is early in January. The district map is here:

Thanks for this, Bruce. Great info, and appreciated.
A question: It appears that from what I can see of the maps, the golf course, and the many houses/ residences on the E. side of Ridge Rd., seem not to be included in city limits. Is this true? That seems a hugs loss of involvement for a lot of people considering themselves residents. Any chance of annexation? Or, am I reading the maps wrong?

If people in that area petition the town for annexation, the Town has to consider it. There is a procedure that is listed somewhere in the Town ordinances. Petitioning during an election and getting candidates to take a position is a good political strategy. Good luck if a people in the area want to do this.
